ANTI-RAGGING

ABOUT ANTI-RAGGING POLICY (In accordance with UGC & AICTE Regulations)

CMK National PG College, Sirsa is committed to maintaining a safe, inclusive, and academically supportive campus, where ragging in any form is strictly prohibited. The institute follows all UGC/AICTE anti-ragging regulations to ensure the protection and dignity of every student.

1. OBJECTIVE

To prevent, prohibit, and eliminate ragging in all its forms from the college campus, hostels, playgrounds, transportation, and any area under the institution’s control, thereby fostering a secure and welcoming environment for all learners, especially fresher students.

2. WHAT CONSTITUTES RAGGING?

Ragging refers to any act—spoken, written, physical, behavioral, or psychological—that causes discomfort, fear, humiliation, or harm to a student. The following acts constitute ragging:

A. Behaviour & HarassmentL: Teasing, taunting, name-calling, or making fun of students. Public insults, derogatory remarks, or abusive words. Threatening, intimidating, or creating an atmosphere of fear.

B. Physical or Sexual Abuse: Physical assault, slapping, beating, manhandling or any bodily harm. Forcing a student to perform obscene or indecent acts. Sexual harassment, including comments, gestures, or unwanted physical contact.

C. Mental or Emotional Abuse: Actions that cause shame, embarrassment, humiliation, trauma, or depression. Encouraging sadistic behaviour or deriving pleasure from a student’s discomfort.

D. Academic Disruption & Exploitation: Preventing students from attending classes or participating in academic work. Forcing freshers to complete assignments or tasks on behalf of seniors.

E. Online/Verbal Harassment: Sending abusive emails, messages, social media posts, or public shaming online.

Any action that affects the mental health, physical well-being, or self-confidence of a student—whether intentional or not—is considered ragging and is punishable.

3. PREVENTIVE & MONITORING MECHANISM

CMK National PG College adopts a multi-level monitoring system:

A. Anti-Ragging Committee (ARC): It is the highest decision-making body for anti-ragging matters. Formulates policies, ensures compliance, and undertakes major investigations.

B. Anti-Ragging Squad (ARS): Conducts surprise inspections in classrooms, corridors, playgrounds, hostels, transport, canteen, and common areas. Ensures immediate on-ground intervention when required.

C. Orientation & Awareness: Anti-ragging sensitization during orientation for all freshers. Posters and notices displayed across campus. Circulation of regulations, punishments, and helpline details.

4. WHAT TO DO IF YOU EXPERIENCE OR WITNESS RAGGING

1. Contact College Authorities: Students may report to: Anti-Ragging Committee or Anti-Ragging Squad

2. Seek Counselling Support: The college counsellors and mentors are available to provide emotional and psychological assistance.

3. PUNISHMENTS FOR INDULGING IN RAGGING

• Ragging is a criminal offence. Penalties may include:

• Institutional Punishments

• Suspension from classes or hostel

Or as the discretionary powers of authorities

4. MANDATORY ANTI-RAGGING UNDERTAKING: Every student and parent/guardian must submit an online Anti-Ragging Undertaking each academic year.

5. IMPORTANT ADVICE FOR NEW STUDENTS:

• Move in groups during the first few weeks.

• Save emergency and anti-ragging contact numbers.

• Immediately report any uncomfortable or suspicious behaviour.

• Engage actively in all orientation and mentoring interactions.
